Hourly Rate: $60 - $75/hour (depending on experience)

Overview

We are seeking a Technical Program Manager to serve as a central coordinator across product, engineering, and leadership teams. This role is responsible for driving alignment, maintaining momentum across initiatives, and ensuring clear visibility into progress and outcomes. The ideal candidate combines strong program management discipline with deep expertise in Jira and Agile practices, and brings a product-oriented mindset to delivery.

Key Responsibilities

Program and Initiative Management

  • Manage and track multiple concurrent initiatives across engineering and product teams
  • Define and maintain timelines, dependencies, and deliverables
  • Identify risks, blockers, and escalation points early and proactively drive resolution
  • Ensure initiatives remain on track and aligned to business priorities

Stakeholder Communication and Alignment

  • Act as the communication hub between product, engineering, and leadership
  • Translate technical progress into clear, business-level updates
  • Prepare executive-level summaries, status reports, and leadership updates
  • Ensure consistent messaging and transparency across all stakeholders

Reporting and Insights

  • Develop program dashboards, board-level materials, and leadership reporting
  • Consolidate complex data into concise, actionable insights
  • Gather and synthesize data from multiple systems and tools, including Jira

Agile and Process Optimization

  • Champion Agile and Scrum best practices across teams
  • Improve team effectiveness by optimizing workflows, ceremonies, and delivery processes
  • Ensure clarity around roles and responsibilities across product owners, engineering leads, and scrum masters
  • Drive adoption of modern product delivery principles and support a shift toward a product-led culture

Jira Administration and Optimization

  • Serve as a Jira expert, responsible for setup, configuration, and ongoing administration
  • Establish scalable, efficient workflows that enable accurate tracking and reporting
  • Ensure consistent and effective usage of Jira across teams
  • Enable automated reporting and data-driven decision-making through optimized Jira structures

Required Qualifications

  • Proven experience as a Technical Program Manager, Program Manager, or similar role
  • Advanced expertise in Jira administration, configuration, and reporting
  • Strong understanding of Agile and Scrum methodologies
  • Experience working closely with product and engineering teams in a delivery-focused environment
  • Demonstrated ability to manage multiple initiatives and drive cross-functional alignment
  • Strong communication skills with the ability to translate technical concepts into business context
  • Experience creating executive-level presentations and reporting

Preferred Qualifications

  • Experience supporting a transition from project-based delivery to product-led operating models
  • Familiarity with non-functional requirements such as scalability, maintainability, and security
  • Background in improving product ownership and accountability within engineering organizations
